6. Can you obtain, e.g. through His Majesty's Consul
General, a copy of the regulations alleged to have been promulgated in Canton abolishing the system, and a report on the practical
results, if any?
(Paras 3-8) The Governor has obtained from
the Anti Muitsai Society in Hong
Kong and also from His Majesty's
Consulate-General at Canton the
text of the Regulations for the
Emancipation of Slaves and Muitsai, published by the Chinese authorities on the 1st of March,
1927. The text obtained from
these two sources are identical and
a translation of the twelve
Regulations in question forms
enclosure 1 to 46. Enquiries as
to how far these fair-seeming
regulations have been carried
made
into practice were from Mr. Tuson,
the acting Consul General at
Canton, Mr. Major, Consul at
Swatow, Mr. Moss, Consul at
Foochow, Mr. Russell-Brown,
Consul at Amoy,
from
Mr. Lo Kam-chak, a much trusted
clerk in the Secretariat for
Chinese Affairs, and also from
the Honourable Dr. S.W. Ts'o,
a member of the Hong Kong
Legislative Council. The opinions of these persons are detailed in paragraphs 4 to 8
of 46 and the consensus of
opinion seems to be that these
regulations are never enforced
